Obituary

William M. Rugeley passed away on Thursday November 30, 2017, at the age of 73. Born in Orlando, Florida to William H. and Helen G. Ramsey Rugeley. William M., or Bill, attended Rutgers University in New Jersey until he moved to Austin, Texas where he received both his undergraduate degree (1966) and law degree (1969) from the University of Texas at Austin.

Bill practiced law in Hays County for over 40 years as both a prosecutor and defense attorney and provided quality legal services to clients throughout the Central Texas area. In 1973, Bill was elected County Attorney of Hays County serving until 1975 when he was elected the first Criminal District Attorney of Hays County. He served until 1987. Bill was among the first group of lawyers certified as a Criminal Law Specialist. From 1987 until his death, Bill successfully ran an active criminal defense practice.

Bill was an active member of the Texas Criminal Defense Lawyers Association and the Austin Criminal Defense Lawyers Association. He was licensed to practice in the United States Federal Court for the Western District of Texas, the United States Fifth Circuit Court of Appeals, and the United States Supreme Court. In addition to practicing law, he also had taught criminal law as an adjunct professor for several years at Texas State University. Bill always took great pride in addressing his client’s individual needs, and with his extensive trial experience provided them with the knowledge needed to make informed decisions, and most notably, to win.

Some of Bill’s life’s pleasures included traveling all over Europe, eating Texas Bar-b-que, attending gun shows, and he was an avid reader. He was a devoted Texas Longhorn Fan. Fall meant football to him. You could always find him watching a game under those “Friday Night Lights.” He loved high school football. He was always there to watch his children play sports and supported all of their academic endeavors, as he held education at the highest esteem. His greatest joy was being out under the big open West Texas sky at the Ramsey-Rugeley family ranch in Cisco, Texas, which has been family-owned since 1902.

Bill is survived by his family, Vicki Rugeley; his children Rozlyn Rugeley, Will Rugeley and his wife Courtney Rugeley; his sister, Barbara Rugeley and her husband Greg Shapton of California, and their children Krista Shapton, Carrie and her husband Kyle Lemmon, and their granddaughter, Adelaide Lemmon; and many cousins. He was preceded in death by his parents William and Helen Rugeley.

A celebration of life will be held Monday, December 11, 2017, at 10:00 a.m. at the San Marcos Activity Center, 501 E. Hopkins St., San Marcos, Texas.
